A forum will be held in Dover tonight to help the public better understand the recent Local Government Center ruling and their administrative process. The forum is being hosted by The Secretary of State and the New Hampshire Bureau of Securities Regulations. The LGC manages health insurance pools for public workers and retirees in The Granite State. Throughout the spring, judicatory hearings stemming from a 2009 complaint filed with the Secretary of State's office determined that the LGC violated state law by improperly collecting and retaining surplus funds for health and property liability funds it had maintained for state and local employees and retirees. The LGC was ordered to refund upward of $100 million to cities and towns and Dover City Manager Michael Joyal said last week that the city estimates that the LGC owes Dover approximately $280,000. The LGC has admitted to taking one percent of health premiums from Dover to begin funding for a workers' compensation program. The public forum will be held on at 7 p.m. tonight in the McConnell Center Cafeteria on Locust St.
