The Rochester City Council passed the 2013 budget last night well under the tax cap. The $110 million dollar spending plan is an increase of 3.4 per cent over last years, and will increase the property tax rate by about 82 cents. Mayor TJ Jean said even though the budget process was difficult in this economic climate, he feels confident it meets the needs of residents. The average property owner in Rochester can expect to pay about 160 dollars more next year in property taxes.
