Voters in Somersworth will decide in the November election if the city should have a budgetary tax cap to reduce spending and property tax rate increases. A citizen petition had enough signatures to be presented to the City Council last night, where they voted to add it to the ballot during the November election and have citizens once again decide if the City Charter should be amended to implement a tax cap. School Board Chairman Don Austin said the School Department would face further significant cuts if a tax cap were in place. This is the fourth time in as many years that the voter-initiated tax cap question will be on the ballot.
