Kittery Town Manager Robert Markel made himself available to talk with officers over their concerns with Police Chief Paul Callaghan, but that offer was greeted by silence. A signup sheet was provided for officers to schedule meetings with Markel, but it seems no officers signed up. Teamsters Local 340 business agent Sylvia Hebert said that some officers would prefer to speak to an independent mediator, as they feel Markel’s loyalty may be split between the officers and Chief Callaghan. Earlier this month, the Police department’s patrolmen and sergeants unions took vote of no confidence in Callaghan. Hebert says it’s unfortunate that Markel has not brought in an independent mediator.
