The Dover City Council wants to schedule a meeting with the school board over recently discovered surplus funds. At the end of the third quarter the school board was showing a surplus of $1.5 million, although projected estimates only came in at $300,000. The Board was waiting for the Council to approve the school districts capital reserve fund but when that fund was not approved, the surplus went into the capital reserve fund. The council wants to know how such a large surplus was derived, after a budget season that saw cuts to many programs.
